محمدجوادظریف وزیر امورخارجه ایران در بدو ورود به مسکو در گفت‌وگو با خبرنگاران گفت: «آمریکا در طول یک سال گذشته -هم قبل و هم بعد از خروج از برجام- مشخص برای ایجاد یک وقفه برای وقفه در کار برجام بوده است. جمهوری اسلامی ایران با علم به این سیاست آمریکا با مدارا و با صبر استراتژیک برخورد کرده است. متاسفانه اتحادیه اروپا و بقیه اعضای جامعه بین‌المللی این توان را نداشتند که در برابر فشار آمریکا ایستادگی کنند. فلذا جمهوری اسلامی اینطور به مصلحت دیده که از برخی از تعهدات و اقداماتی که به صورت داوطلبانه در برجام انجام می‌داده، این‌اقدامات را «فعلا» اجرا نکند. این حق برای ایران در برجام دیده شده، یعنی ما الان خارج از برجام عمل نمی‌کنیم، بلکه در چارچوب برجام عمل می‌کنیم. مواد 26 و 36 برجام چنین اختیاری را به ایران و البته به سایر کشورهای عضو داده که اگر یک کشوری تعهدات خود را اجرا نکرد، آنها هم تعهدات‌شان را به صورت جزئی یا کلی عمل نکنند. اقدام ایران در این چارچوب است، بنابراین ایران از برجام خارج نخواهد شد. ایران کاملاً در چارچوب برجام عمل می‌کند و یک فرصتی برای سایر اعضای برجام است که اقدامات لازم را انجام دهند، نه اینکه صرفاً به صدور بیانیه اقدام کنند. این تحولی است که فردا در راستای اجرای مصوبات شورای عالی امنیت ملی انجام خواهد شد.» سخنان وزیر امورخارجه ایران را در تابناک می‌بینید و می‌شنوید.
